  4.     Hindsight is beautiful. In his article, Walter Shapiro implies
  5. that 20 years ago, in 1969, I should have been perceptive enough
  6. to know that Ferdinand Marcos did not have a "commitment to
  7. democracy" and that presumably I should not have worked for him in
  8. the last free and open democratic presidential election held in the
  9. Philippines (ESSAY, Sept. 4). The writer is correct when he says
  10. I refused to work for Marcos in 1986. I am sure he is not aware
  11. that on several earlier occasions I also rejected overtures to work
  12. for the Marcos government. I do wish I were blessed with the
  13. clairvoyance Shapiro suggests that all consultants should have, so
  14. that I could know what my candidates would do five or ten or 15
  15. years after they were elected.
